Rooney rule cited for its effectiveness

This is an article explainung how and why the National Collegiate Athletic Association (NCAA) can or can't have a rule similar to the NFL's Rooney Rule. The Rooney Rule is a rule implied by the NFL stating that when head coaching jobs become vacant, the organziaton must interview at least one miniority for the job. The Rooney Rule is named after Pittsburgh Steelers owner Dan Rooney who 2 years ago hired the Steelers first black head coach Mike Tomlin. Before the Rooney Rule only 6% of coaches in the NFL were black and now that number has risen to 22%.
People wonder why the NCAA can't imply its own rule. One reason is that the NCCA is an association of Not-for-profit orangzation while the NFL is for profit. One black head coach Mel Millis of Becker College in D-III football stated in an interview that ``If they have to make a school bring somebody in for an interview, is that coach truly getting a fair shake?" Only one can wonder.

thats cool that they made a rule like that. i think that that makes everything fair.

I too am not sure that this rule is effective. Maybe the NCAA thinks that the teams should interview whoever they want instead having to interview certain people.
